Thirty-six Ohio Libraries were identified as Star Libraries in the 2010 Library Journal Index of Public Library Service. Stars are awarded on a point system and Ohio had the greatest number of Star Libraries in America! Fifteen Ohio libraries were honored with a Five-Star Rating for the highest scores within their respective categories (up from five libraries in 2009 Round 2). The libraries with the highest scores within their categories include Cuyahoga County Public Library, Columbus Metropolitan Library, Cleveland Public Library, Stark County District Library, Akron-Summit County Public Library, Upper Arlington Public Library, Westerville Public Library, Shaker Heights Public Library, Worthington Public Library, Washington-Centerville Public Library, Grandview Heights Public Library, Wickliffe Public Library, New Carlisle Public Library, Rock Creek Public Library, and Centerburg Public Library. The complete list is below.

In Ohio, Grandview Heights Public Library earned the highest score within its category with 5,213 points and Upper Arlington had the second highest score within its category with 2,789. Libraries are rated on their performance within categories determined by operating expenditures. Performance is measured and points awarded in the areas of circulation, library visits, program attendance, and public Internet use.

Five libraries were ranked number one, and an additional twenty were ranked in the top five in their respective population categories in the 2010 HAPLR report. Libraries with the number one ranking in their population categories included: Cuyahoga County Public Library (500,000), Washington-Centerville Public Library (50,000), Westlake Porter Public Library (25,000), Twinsburg Public Library (10,000), and Columbiana Public Library (5,000). Twenty-five percent of all top-rated libraries over the past ten years have been in Ohio. Columbus Metropolitan Library and Twinsburg Public Library have made it into the top ten of all ten editions of the HAPLR. In overall scores, Ohio has been ranked number one in the country in every report. The 2010 HAPLR rankings are based on reports from libraries filed in 2008 with data from 2007 and prior to major budget cuts seen in the past two years.

Ohio also celebrated Columbus Metropolitan Library (CML) for the honor of being selected as the 2010 Library Journal/Gale Library of the Year.
