State Library Board Meeting Minutes May 2010

The State Library Board met May 13, 2010 in Conference Room D of the State Library, 274 East First Avenue, Columbus, Ohio.

CALL TO ORDER
The business meeting was called to order at 10:00 a.m., Thursday, May 13, 2010.  State Library Board members present were: Mr. Lynn Grimshaw, President; Mr. F. Ward Murrey, Vice-President; Dr. George W. Paulson; Mr. Stephen Wood, and Dr. Andrea Tiktin-Fanti.

Visitors present were: Stephen Hedges, OPLIN; Bob Maurer, Rockford Carnegie Library; Don Boozer, KIN24x7/Cleveland Public Library; Cynthia Duchane and Terri Fredericka, INFOhio; Cinda Bretz Wallace, Willard Memorial Library; Austin Schneider, Mercer County District Library; Beverly Cain, Portsmouth Public Library; Michael Butler, OHIONET; Celeste Feather and John Magill, OhioLINK; Bill Martino and Noah Himes, NEO-RLS; Richard Rubin, Belinda Boon, and Miriam Matteson, Kent State University School of Library and Information Science; and Lynda Murray and Doug Evans, Ohio Library Council.

State Library staff members present were: Ashlee Clark, Missy Lodge, Bill Morris, Diane Fink, Julia Ward, Marsha McDevitt-Stredney, Dianna Clark, David Namiotka, Mark Mills, Janet Ingraham Dwyer, Katie Sabol, Cheryl Lubow, John Stewart, Don Winland, Larry Walls, Jan Haines, and Jim Buchman.

APPROVAL OF MINUTES  
Mr. Wood moved (M-34-10) that the minutes of the April 8, 2010 Board meeting be approved.

Dr. Paulson seconded the motion.  The motion passed with Mr. Grimshaw, Mr. Murrey, Mr. Wood, Dr. Tiktin-Fanti, and Dr. Paulson voting "yes".

PUBLIC PARTICIPATION
Lynda Murray, Director of Government and Legal Services at the Ohio Library Council, reported that 86 percent of the public library levies on the May ballot passed.  Out of the 29 initiatives, 25 were successful; 18 out of 21 new levies on the ballot were approved.  Ms. Murray noted that before the budget reductions last July, only 24% of Ohio’s public libraries received local support and now over 50% do.  Ms. Murray stated that House Bill 48 was recently passed with an unexpected amendment that changes the filing deadline for being on a ballot in a primary or general election from 75 days to 90 days before the election.  Ms. Murray noted that for the November 4th general election that the filing deadline is now August 4th.  Ms. Murray also noted that the Ohio Library Council is working with the State Library on strategic planning for public libraries, library boundaries, and Ohio Ready to Read.

LSTA REPORT
KnowItNow Grant

Missy Lodge, Head, Library Programs and Development, introduced Don Boozer, KnowItNow Statewide Coordinator, to present the summary of the proposal to fund the seventh year of KnowItNow, the statewide 24/7 virtual reference service.  Mr. Boozer indicated that KnowItNow remains one of the busiest statewide virtual reference services in the country.  Mr. Boozer highlighted some of the changes in the last year including 9 academic libraries joining as providers, the consolidation of KnowItNow, ReadThisNow, and HomeworkNow into one site and brand, operational instant messaging allowing the blind community direct access to the service, the creation of local cues allowing libraries to provide service to local patrons, and the creation of QUACK, the Quality Assurance Committee for KnowItNow24x7, to recognize exemplary reference service.  Mr. Boozer also highlighted KnowItNow’s ongoing partnerships including OhioLINK, the Ohio Library for the Blind and Physically Disabled, and Oregon’s L-net statewide reference service.  Mr. Boozer noted that INFOhio included KnowItNow in the online learning modules of their 21 Essential Things for 21st Century Success for Ohio teachers and librarians in K-12 education.  Mr. Boozer outlined the planned enhancements for the next year including integrating text messaging and mobile devices, positioning KnowItNow as an educational asset to the Kent State University School of Library and Information Science, enhancing partnerships, continuing grassroots promotion, and increasing the value of after-hours coverage.

There was discussion on how to increase the percentage of Ohio libraries participating in the KnowItNow 24x7 virtual reference service as providers.  There was also discussion on how to provide the service to those without computers and Mr. Boozer suggested that could be solved with the integration of text messaging and mobile service as children are more likely to have a cell phone than a computer.  Noah Himes, KnowItNow24x7 AfterDark Coordinator, added that many students access KnowItNow through school computer labs and that over 75% of usage is from K-12 students.

Mr. Wood moved (M-35-10) that a Library Services and Technology Act (LSTA) grant in the amount of $100,000 from FFY2009 funds and $437,614 from FFY2010 funds be awarded to the Cleveland Public Library for the KnowItNow project for the period of July 1, 2010 through June 30, 2011 contingent upon the release of SFY 2011 federal appropriations from ALI-350-601.

Dr. Tiktin-Fanti seconded the motion.  The motion passed with Mr. Grimshaw, Mr. Murrey, Dr. Paulson, Mr. Wood, and Dr. Tiktin-Fanti voting "yes".

Libraries Connect Ohio Databases Grant
Ms. Lodge then introduced Stephen Hedges, Director of the Ohio Public Library Information Network (OPLIN) to present the summary of the proposal for the eighth year of funding, the second of a second five year commitment, of the statewide core database collection for consideration on behalf of the Libraries Connect Ohio partners (INFOhio, OhioLINK, OPLIN, and the State Library of Ohio).  Ms. Lodge noted that this proposal also includes LearningExpress Library’s Job and Career Accelerator.  Mr. Hedges stated that the core collection meets the basic information needs of residents and that the intention is still for the core database collection to eventually move from LSTA funding to permanent state funding and then outlined the proposal.  Mr. Hedges noted that OPLIN continues to enhance the interface for searching the Ohio Web Library collection, that OhioLINK hosts the literature collections and the Sanborn Insurance maps, and introduced Terri Fredericka, Executive Director of INFOhio who presented on INFOhio’s promotion of the collection.

There was brief discussion on the value of the core database collection in that it frees up local funds for libraries to purchase databases and allows for the negotiation of better prices for the resources included in the core collection.

Dr. Paulson moved (M-36-10) that a Library Services and Technology Act (LSTA) grant in the amount of $1,518,401 be awarded to Wright State University for the Libraries Connect Ohio (OhioLINK, OPLIN, INFOhio) Statewide Core Electronic Databases.  For the period of July 1, 2010 through September 30, 2010, $1,400,000 will be funded from FFY 2009 funds of which $800,000 will be encumbered in SFY 2010 and $600,000 will be encumbered in SFY 2011.  $118,401 of the grant amount will be funded from FFY 2010 funds for the period of July 1, 2010 through June 30, 2011 contingent upon release of SFY 2011 federal appropriations within ALI 350-601.

Dr. Tiktin-Fanti seconded the motion.  The motion passed with Mr. Grimshaw, Mr. Murrey, Dr. Paulson, Mr. Wood, and Dr. Tiktin-Fanti voting "yes".

STATE LIBRARIAN’S REPORT
Administrative Rule on Accessing Confidential Personal Information
David Namiotka, Director of Information Systems and Technology, explained to the Board that the General Assembly has amended the Ohio Revised Code to require all agencies, boards, and commissions to develop administrative rules and related policies on accessing confidential personal information.  Mr. Namiotka explained that an Interagency Working Group developed a model rules template to assist state agencies in drafting their own administrative rules regarding use and access of confidential personal information.  The Board decided to review the proposed administrative rules further and would act on them at the June Board meeting.

Kent State University School of Library and Information Science Partnership
Ms. Lodge explained that Board member Dr. Paulson had asked for an update on the State Library’s partnership with the Kent State University’s School of Library and Information Science (KSU-SLIS).  Ms. Lodge indicated that having the Columbus location of KSU-SLIS located in the State Library is very beneficial.  Ms. Lodge went on to say that the students are very respectful and the State Library benefits from the vibrancy of the students’ use of the facility and the collection, there is good communication between both the State Library and the KSU-SLIS, and the State Library appreciates having the faculty around to share ideas with and practicum students to utilize.  Ms. Lodge then introduced Dr. Richard Rubin, Director of the School of Library and Information Science, to speak on behalf of the school.  Dr. Rubin spoke about the move of the Columbus program to the State Library with the official opening in the summer of 2008.  Dr. Rubin remarked on the State Library being a welcoming home and the many collaborative initiatives born of the relationship.  Dr Matteson and Dr. Boon echoed the sentiments and the strong commitment to the partnership with the State Library.

State Library Department Report
Jim Buchman, Head, Patron and Catalog Services, presented a report on the Patron and Catalog Services department.  Mr. Buchman outlined the services provided by the 13 staff in his department including circulation, inter-library loan, cataloging, talking books, and meeting room services.  Mr. Buchman also highlighted partnerships with other state agencies.  The State Library is now housing a collection of professional development materials related to substance abuse prevention, treatment and recovery for the Ohio Department of Alcohol and Drug Addiction Services.  The State Library also catalogs and circulates material provided by the Ohio School for the Deaf providing a unique collection for interpreters, American Sign Language students, parents, and professionals working with the deaf community.  Mr. Buchman also noted that the State Library partners with the Ohio Historical Society on the statewide license for CONTENTdm for the Ohio Memory Project.

New Employee Introduction
Ms. Lodge introduced Katie Sabol, the new Research Services librarian.

UNFINISHED BUSINESS
Portsmouth Public Library County District and Adams County Public Library County District Final Resolutions

Bill Morris, Governmental Affairs Coordinator, stated that at the March 16, 2010 Board meeting the Board proposed approval of a proposal from Portsmouth Public Library to change the legal status of the library from a municipal library to a county district library and of a proposal from the Adams County Public Library to change the legal status of the library from a school district library to a county district library.  Mr. Morris explained that the surrounding libraries were notified of the proposed changes and were given 30 days to appeal.  Mr. Morris noted that no appeals were made and the State Library was not made aware of any objections to the changes.  Mr. Morris also noted that upon adoption of the final resolutions, certified copies would be sent to the surrounding libraries and they would have another 15 days to appeal the proposed change in boundaries.

Mr. Wood moved (M-37-10) adoption of the following resolution:

Resolution 10-2

WHEREAS, the Board of Library Trustees of the Portsmouth Public Library, Portsmouth, Ohio has at a meeting of the board on November 18, 2009 , requested the formation of a county library district composed of all school districts not being served by any other public library and named in said resolution; and

WHEREAS, said application for such action by the State Library Board has been properly filed, and has been reviewed and considered by the State Library Board in accordance with procedures established in Section 3375-4-01 of the State Library Board Administrative Rules;

NOW THEREFORE BE IT RESOLVED by the State Library Board, acting under its power in section 3375.01 (E) of the Ohio Revised Code and in accordance with procedures established in its Administrative Rules, approve the Portsmouth Public Library request for formation of a county library district, composed of the following:

Bloom-Vernon Local School District
Clay Local School District
Green Local School District
Minford Local School District
New Boston Local School District
Northwest Local School District
Portsmouth City School District
Valley Local School District
Washington-Nile Local School District
Wheelersburg Local School District
Eastern Local School District, that portion within Scioto County

And note that all references to political subdivisions, except where specifically indicated in the foregoing, refer to such subdivisions as constituted on this date; and

BE IT FURTHER RESOLVED, that the State Librarian is directed to provide a certified copy of this resolution to the Scioto County Board of Elections; Scioto County Commissioners; Scioto County Auditor; City of Portsmouth; Portsmouth Public Library; Adams County Library; Briggs Lawrence County Public Library; Garnet A. Wilson Library of Pike County; Jackson City Library; Oak Hill Public Library; Ohio Secretary of State; and the Legislative Service Commission.

Mr. Murrey seconded the motion.  The motion passed with Mr. Grimshaw, Mr. Murrey, Dr. Paulson, Mr. Wood, and Dr. Tiktin-Fanti voting "yes".

Dr. Tiktin-Fanti moved (M-38-10) adoption of the following resolution:

Resolution 10-3

WHEREAS, the Board of Library Trustees of the Adams County Public Library, Manchester, Ohio has at a special meeting of the board on January 13, 2010 , requested the formation of a county library district composed of all school districts not being served by any other public library and named in said resolution; and

WHEREAS, said application for such action by the State Library Board has been properly filed, and has been reviewed and considered by the State Library Board in accordance with procedures established in Section 3375-4-01 of the State Library Board Administrative Rules;

NOW THEREFORE BE IT RESOLVED by the State Library Board, acting under its power in section 3375.01 (E) of the Ohio Revised Code and in accordance with procedures established in its Administrative Rules, approve the Adams County Public Library request for formation of a county library district, composed of the following:

Adams County/Ohio Valley Local School District, that portion within Adams County
Manchester Local School District, that portion within Adams County
Eastern Brown Local School District, that portion within Adams County
Bright Local School District, that portion within Adams County

And note that all references to political subdivisions, except where specifically indicated in the foregoing, refer to such subdivisions as constituted on this date; and

BE IT FURTHER RESOLVED, that the State Librarian is directed to provide a certified copy of this resolution to the Adams County Board of Elections; Adams County Commissioners; Adams County Auditor; Adams County/Ohio Valley Local School District; Adams County Library; Highland County District Library; Garnet A. Wilson Library of Pike County; Portsmouth Public Library; Union Township Public Library; Ohio Secretary of State; and the Legislative Service Commission.

Mr. Murrey seconded the motion.  The motion passed with Mr. Grimshaw, Mr. Murrey, Dr. Paulson, Mr. Wood, and Dr. Tiktin-Fanti voting "yes".

Harris-Elmore Public Library Boundaries Final Resolution
Mr. Morris then stated that at the April 8, 2010 meeting the Board proposed approval of a request from the Harris-Elmore Public Library to redefine the library’s boundaries to better reflect their service area and that there was an addition to the motion from the original proposal indicating that the portion of Harris Township excludes the portion of Benton-Carroll-Salem Local School District within Harris Township.

Mr. Morris explained that the surrounding libraries were notified of the proposed changes and were given 30 days to appeal.  Mr. Morris noted that no appeals were made and the State Library was not made aware of any objections to the changes.  Mr. Morris also noted that upon adoption of the final resolution, certified copies would be sent to the surrounding libraries and they would have another 15 days to appeal the proposed change in boundaries.

Dr. Tiktin-Fanti moved (M-39-10) adoption of the following resolution:

Resolution

WHEREAS, the Board of Library Trustees of the Harris-Elmore Public Library, Elmore, Ohio has at a regular meeting of the board on March 8, 2010 requested a change in the service area designation of the Harris-Elmore Public Library; and

WHEREAS, said application for such action by the State Library Board has been properly filed, and has been reviewed and considered by the State Library Board in accordance with procedures established in Section 3375-4-05 of the State Library Board Administrative Rules;

NOW THEREFORE BE IT RESOLVED by the State Library Board, acting under its power in section 3375.01 (G) of the Ohio Revised Code and in accordance with procedures established in its Administrative Rules, that the Harris-Elmore Public Library boundaries be amended to include the following:

Allen Township
Clay Township
Harris Township, excluding the portion of Benton-Carroll-Salem Local School District within Harris Township

And note that all references to political subdivisions, except where specifically indicated in the foregoing, refer to such subdivisions as constituted on this date; and

BE IT FURTHER RESOLVED, that the State Librarian is directed to provide a certified copy of this resolution to the Ottawa County Board of Elections; Ottawa County Auditor; Woodmore School District Board of Education; Harris-Elmore Public Library; Birchard Public Library of Sandusky County; Oak Harbor Public Library; Toledo Lucas County Public Library; Wood County District Public Library; Ohio Secretary of State; and the Legislative Service Commission.

Dr. Paulson seconded the motion.  The motion passed with Mr. Grimshaw, Mr. Murrey, Dr. Paulson, Mr. Wood, and Dr. Tiktin-Fanti voting "yes".

NEW BUSINESS
OPLIN Board Appointments

Mr. Hedges presented the Board with four candidates for the four open positions on the OPLIN Board.  All four candidates are current OPLIN Board members whose terms are expiring and are eligible for another term.

Mr. Wood moved (M-40-10) that Gary Branson, Karl Colón, Jeff Wale, and Jamie Mason be re-appointed to the Ohio Public Library Information Network (OPLIN) Board of Trustees for full terms from July 1, 2010 – June 30, 2013.

Dr. Paulson seconded the motion.  The motion passed with Mr. Grimshaw, Mr. Murrey, Dr. Paulson, Mr. Wood, and Dr. Tiktin-Fanti voting "yes".

Rockford Carnegie Library Boundaries
Mr. Morris presented the Board with a request from the Rockford Carnegie Public Library to redefine the library’s boundaries and reaffirm the Mercer County District Library’s boundaries.

Mr. Murrey moved (M-41-10) that the State Library Board proposes the Rockford Carnegie Library boundaries be defined to include the following:

that portion of the Parkway Local School District located in Blackcreek, Dublin, Hopewell, and Liberty Townships within Mercer County;

and reaffirms the Mercer County District Library boundaries to be composed of the

Celina City School District
Marion Local School District
Saint Henry Consolidated Local School District
Parkway Local School District, that portion within Union Township

Dr. Paulson seconded the motion.  The motion passed with Mr. Grimshaw, Mr. Murrey, Dr. Paulson, Mr. Wood, and Dr. Tiktin-Fanti voting "yes".

Willard Memorial Library Boundaries
Mr. Morris then presented the Board with a request from Willard Memorial Library to redefine the library’s boundaries, expanding the legal boundaries to include the total area in Huron County currently served by the library as a county extension library.

Mr. Wood moved (M-42-10) that the State Library Board proposes the Willard Memorial Library boundaries be redefined to include the following:

Plymouth-Shiloh Local School District, that portion within Huron County
South Central Local School District, that portion within Huron County
Western Reserve Local School District, that portion within Huron County
Willard City School District

Dr. Tiktin-Fanti seconded the motion.  The motion passed with Mr. Grimshaw, Mr. Murrey, Dr. Paulson, Mr. Wood, and Dr. Tiktin-Fanti voting "yes".

Retirement Resolution
The following retirement resolution for Mark Mills was approved by common consent:

RESOLUTION

WHEREAS, Mark Mills has provided the State Library of Ohio with over 24 years of service; and

WHEREAS, Mark Mills has worked in multiple departments, including library programs and development and over 21 years in information systems and technology; and

WHEREAS, Mark Mills has successfully supported an ever expanding and ever changing technology infrastructure for all State Library employees; and

WHEREAS, Mark Mills contributed behind the scenes to the success of numerous programs and services offered by the State Library;

THEREFORE, BE IT RESOLVED, that on this day, May 13, 2010, the State Library Board on behalf of the State Library of Ohio and its customers, hereby thanks Mark Mills for his efforts, appreciates his contributions to the services and programs of the State Library of Ohio, congratulates him on his retirement, and wishes him the best in the future.

ADJOURNMENT
Mr. Wood commented that the State Library staff is pretty incredible and that there is always a possibility of being taken for granted, and he acknowledged the staff, thanked them for their efforts, especially in the occasionally trying times, and that the Board is lucky to have such a staff.  Lynn Grimshaw, Board President, echoed the sentiments and remarked how smoothly things have gone in the transition to a new State Librarian and thanked the staff for keeping things moving.

There being no further items for discussion, Dr. Paulson moved (M-43-10) to adjourn.  Mr. Wood seconded the motion.  The Board adjourned by common consent at 12:47 p.m.
