Statewide Delivery

The Statewide Delivery System service is managed and coordinated by the State Library of Ohio. The single delivery network system is provided by Priority Dispatch.  See below for information about delivery and the delivery materials needed to participate in statewide resource sharing.

April 18, 2022

Priority Dispatch’s first day of service. It will take some time for Priority to pick up all items waiting at libraries. There may be a limit to what they can pick up during the first few weeks. Bags without the correct Priority label will not be picked up and must be relabeled. The correct labels will have the Priority Dispatch logo on them. Please remember that Priority Dispatch does not transport library materials in totes.

STAT Courier’s last day of service (dropping off materials only).

Libraries must relabel any remaining bags using Priority Dispatch labels.

April 12, 2022

STAT began picking up totes purchased specifically for their statewide delivery contract. These totes are the property of STAT and the State Library; they must be empty and ready for pickup. Please email Julia Ward at jward@library.ohio.gov if you have totes at your library or at any of your library locations; be sure to include the number of totes in your possession. We will coordinate with STAT Courier to arrange for pickup of these totes.

April 5, 2022

Priority Dispatch hosted an Open House at their Columbus warehouse.  View the slideshow  that was part of  the event.

Delivery labels for Priority Dispatch were made available on this website. STAT labels are no longer available online, and all printed STAT labels must be discarded.

Priority Dispatch does not transport library materials in totes. Libraries must begin relabeling all bags with the new Priority Dispatch labels.

Requests for materials from the SEO Catalog was paused.  New patron requests will only be filled by the local library. Requests will remain paused through the end of April 2022.

April 4, 2022

Starting on this date, STAT Courier began only delivering material to libraries. Drivers are no longer picking up any outgoing library items again until April 18th when Priority Dispatch service begins.

STAT owns most of the totes and began collecting empty totes.

Priority labels became available to print at 5:00 p.m.
Discard all STAT labels.

February 17, 2022 Update

The Ohio Department of Administrative Services (DAS), the State Library of Ohio, and OhioLINK have come to agreement that it is necessary to change providers for the library materials delivery system across the State of Ohio.   

This agreement was made with the understanding that delivery of shared library resources continues to be frustrating for many libraries and their communities, and we acknowledge that this long-term solution to remedy existing delivery service issues will impose additional short-term challenges.  

Collaboration between the State Library of Ohio and OhioLINK to provide access to shared library resources across the state is a unique service for Ohioans. This access to shared materials is paramount to fulfilling our libraries’ missions and remains one of our most-appreciated services.   

The Frequently Asked Questions (FAQs) tab on this page is updated on an ongoing basis. There is also a FAQs for Patrons that is updated as needed.

Between March 14 – April 29:  Claim DAMAGED ITEMS ONLY.
You should:

  • Continue to claim damaged items only with STAT through their webform;
  • Continue to report claims for damaged items on the State Library customer service form.
  • Continue to add these claimed items to this spreadsheet; and
  • Do NOT claim lost items with STAT at this time; the vast majority of these items will arrive at their destinations by the end of April.

After April 29: Finalize your list of both lost and damaged items:

After Priority begins to make deliveries, we will be better able to determine the items that need to be claimed as lost. The State Library is working on a system to help libraries identify items lost in transit. We will send more details about this as that process is finalized.

The OhioLINK consortium provides delivery services via the same shipping company supporting Statewide Delivery.  Libraries shipping an item to an OhioLINK library, or libraries that are part of SearchOhio or Central Library Consortium (CLC)—click on the OHIOLINK LABELS button.

Label Usage Guidelines

  • For proper print formatting, set your browser margin settings to 0.25 inches. Additionally, the zoom level on your browser must be set to 0 (you can usually hit Ctrl+0 to reset the zoom).
  • Old shipping labels – You must remove all old labels attached to any shipping container. This will prevent the materials from being shipped to an erroneous location.
  • Hub – It is very important that the hub is on the label. It belongs in the right upper corner.
  • Do not fold the shipping labels. The entire label must be clearly visible at all times.
  • Print the Statewide Delivery Labels Tips sheet and place in area where library materials are packed and labeled.

 What is happening with the statewide delivery service vendor? 

The Ohio Department of Administrative Services (DAS), the State Library of Ohio, and OhioLINK have come to agreement that it is necessary to change providers for the library materials delivery system across the State of Ohio.   

This agreement was made with the understanding that delivery of shared library resources continues to be frustrating for many libraries and their communities, and we acknowledge that this long-term solution to remedy existing delivery service issues will impose additional short-term challenges.

Why are we changing statewide delivery service providers again? 

The contract for the statewide delivery service is a joint contract with OhioLINK and we must follow Ohio Department of Administrative Services (DAS) guidelines. The July 2021 delivery service change was the result of a required competitive bid process.   

 After making every effort to establish the delivery network, it is necessary again to change providers to bring statewide delivery of library materials to expected levels of service.  

When will the new delivery provider begin service? 

The existing delivery provider has been directed by DAS to stop delivery service on April 15. Our new delivery provider will begin statewide delivery service on April 18. The State Library of Ohio and OhioLINK are working closely with both delivery providers to implement a transition plan to minimize disruption to library users.  

The new provider is the company that previously held the statewide delivery service contract from 2012 through June 30, 2021. They have proven that they can manage the quantity of materials and complexity of Ohio’s unique library lending program, and in addition they have committed to providing a dedicated delivery service for only library materials beginning with this new contract. We are confident in their leadership and know they can once again provide an efficient statewide delivery service.   

The new provider will use five regional hub locations: Cincinnati, Cleveland, Columbus, Dayton, and Toledo.

The State Library and OhioLINK are working with the new vendor to make labels available as soon as possible, but they are not ready yet.

Will the new delivery service use totes for transporting library materials?

No. Priority Dispatch does not use totes with their system.

When will the new labels for Priority Dispatch be available?

At 5:00 PM  on April 1, 2022

Can we use the old labels we printed earlier?

No. All labels without the Priority label must be discarded.

 Where are my requested items? Can they be traced?  

The volume and logistics for the statewide delivery service are complex, and unfortunately, our delivery network does not allow for tracking and locating specific user’s requests.  However, it is not necessary to re-request items that are delayed. Requests remain in the system until they are fulfilled.  

When will lending from other libraries be paused?

Lending of physical materials through OhioLINK and SearchOhio will be paused from March 11 through the end of April.  SEO Consortium lending is paused from February 28 through the end of April. Other library consortia are establishing their own timeline.

Lending at  public and academic libraries for items located in their local collections will continue.

All digital collections will continue to be available.

 I need library materials urgently. Who can help me?  

If you are a library user and have an urgent need for specific materials, your best source of information and assistance is your local library. They may be able to find alternative formats or sources for your needed materials.  

 Please do not re-request delayed materials. Your requests are active in the system until they are completed.  Once your local library staff becomes aware that there is a delivery issue, they submit a support ticket, which is centrally analyzed and tracked to resolution.  

 What’s the best way to notify the State Library about service issues?  

Contact your local library. Your library’s staff submits support tickets to the State Library. All reported problems are reviewed and tracked. The State Library and OhioLINK use these tickets to analyze problems and work with the courier on resolutions.  

 What is being done to ensure proper handling of materials already in transit? 

The State Library and OhioLINK are committed to implementing a smooth transition, and this includes expediting the return of all materials currently in transit.

 How can I stay up to date on what’s going on with the delivery service? 

If you are a library user, the best source of information will be your local librarians.   

If you are library staff, the State Library and OhioLINK are committed to open and accurate communications as we work through this transition. Please stay in touch with your library administration and circulation supervisors.

Typical use includes but is not limited to the following:

  • Requesting shipping supplies and materials (i.e., bags, shipping containers, etc.)
  • Announcing update information for manifest list⁄labels
  • Receiving communiqués from the State Library of Ohio regarding delivery.

Request Delivery Supplies

  • Requesting shipping supplies and materials (i.e., bags, shipping containers, etc.) is done by posting a message to the statelibdelivery email listserv.
  • For current participating members already subscribed to the list please submit your request to the list as instructed below.
  • If your library has joined the Statewide Delivery system please have the individual(s) responsible for day-to-day delivery at your library subscribe to the statelibdelivery list. Once someone has subscribed to the statelibdelivery list, submit the request for supplies to the list.

Closings

Libraries planning to close on a given day other than a holiday listed above, such as Staff Development Day, must report these closings to the statewide delivery system within ten days of the closing. Use the Delivery Customer Service form to submit this information.

Because the delivery system is vital for consortia sharing library materials, the State Library of Ohio used a portion of the funds allotted by the Institute of Museum and Library Services (IMLS) through the American Rescue Plan Act (ARPA). ARPA funding was used to offset 30% of the cost of this vital service for libraries participating in Statewide Delivery from July 1, 2021 through June 30, 2022. To help libraries plan, invoices reflect this support by having both the full cost and the reduced amount.
