Statewide Delivery

The Statewide Delivery System service is managed and coordinated by the State Library of Ohio. The single delivery network system is currently provided by Priority Dispatch, Inc.  See below for information about delivery and the delivery materials needed to participate in statewide resource sharing.

In adherence to best practices and guidance from the Governor’s office brought about in response to COVID-19, the State Library is operating on  a “remote work” status with a limited number of staff available for shipping and receiving.  State Library staff remain available remotely during normal business hours.

The following information includes important dates and instructions as we transition to the new Statewide Delivery Service. If you have questions, contact Jamie Pardee.

June 25

Libraries must destroy all Priority Dispatch delivery labels.

June 28, 29, and 30 – Priority Dispatch

Priority Dispatch will only drop off materials.

Priority Dispatch will NOT pick up outgoing materials.

June 28 – STAT Courier

STAT Courier will visit every library who is a member of the Statewide Delivery Service. This process will begin on Monday, June 28. If a library does not receive delivery services on Mondays, they will meet their driver on their regularly scheduled delivery day.

The drivers will introduce themselves,

drop off totes to use for packing materials, and

start picking up outgoing materials

All routes may not be completed on the first 3 days due to the time it may take for drivers to introduce themselves to library staff, load the canvas bags into the totes, and drop off empty totes. We ask that libraries try to minimize questions for the STAT Courier drivers during the first couple of weeks of the new delivery service because we do not want to hold them up from completing their routes.  Please communicate directly with Jamie Pardee or use the customer service form that will go to STAT Courier.

STAT purchased smaller sized totes to keep them at a manageable weight.  The dimensions of the totes are 21.5″ x 15.5″ x 13″. The packed totes should not weigh more than 50 lbs. Given the size of the totes, STAT Courier expects that they will only be about 30-35 lbs.

Library staff shall  pack totes with items going to multiple locations. STAT Courier staff will sort for delivery to each destination. If a library has a large amount of materials going to one location, they may put them directly into a single tote and affix the label to the tote rather than putting multiple bags into a tote.

The drivers will have 2-wheel hand trucks (which can fit 4 to 5 totes) and can convert to 4-wheel hand trucks/carts.

For the initial pick-up of materials, if a driver picks up 4 totes, they will leave 4 empty totes for the next pickup date.

Week of June 28

Libraries need to print new delivery labels for the STAT Courier system

July 5 – There will be no deliveries or pickups on July 5 because that is a holiday for STAT Courier. 

Please continue to place library materials in the canvas bags then place the bags into the totes. This will enable the drivers to stack the totes in their vehicles and should help reduce incidences of damaged materials.  Materials may be placed into a padded envelope with a label taped on it and then placed directly into the tote.  No canvas bag is needed if using a padded envelope.

The courier service used in the State Library of Ohio’s delivery system is part of a statewide lending network connecting Ohio’s public and academic libraries. The contract for the courier is managed by the Ohio Department of Administrative Services (DAS) and must periodically go through a competitive bid process.

As a result of the most recent competitive bid process, our courier will be changing from Priority Dispatch to STAT Courier as of July 1, 2021. We expected there to be an increase with the new contract and negotiated a reasonable rate, an increase of 7% over last year. The cost per stop will be $34.13 for delivery services from July 1, 2021 through June 30, 2023. We believe you’ll see an improvement in service for your libraries and patrons.  Resource sharing has been an impactful tool as libraries pivoted to provide services differently over the past year due to the ongoing COVID-19 pandemic. Because the delivery system is vital for consortia sharing library materials, the State Library of Ohio will use a portion of the funds allotted by the Institute of Museum and Library Services (IMLS) through the American Rescue Plan Act (ARPA) to provide a 30% one-year subsidy to libraries participating in our statewide delivery service. When the new service begins, invoices will reflect this support by having both the full cost and the reduced amount to help you plan for the future.

STAT Courier has extensive library and consortial experience. The company currently serves as the courier for the MOBIUS INN-Reach consortium, the statewide Georgia Pines Library System, and the statewide Kentucky Virtual Library, among others. We anticipate their prior experience will provide a smooth transition and enhanced customer service.

The State Library will be working closely with STAT Courier, Priority Dispatch, and the Ohio library community to make this an orderly, straightforward transition. You’ll hear more details soon. Email questions to Jamie Pardee.

Shipping Labels

Label Usage Guidelines

  • For proper print formatting, set your browser margin settings to 0.25 inches. Additionally, the zoom level on your browser must be set to 0 (you can usually hit Ctrl+0 to reset the zoom).
  • Shipping labels must be affixed to the side of all shipping containers. Shipping labels affixed to the top of a shipping container can be hidden when other containers are placed in a stack.
  • Old shipping labels – You must remove all old labels attached to any shipping container. This will prevent the materials from being shipped to an erroneous location.
  • Hub – It is very important that the hub is on the label. It belongs in the right upper corner.
  • Do not fold the shipping labels. The entire label must be clearly visible at all times.

Typical use includes but is not limited to the following:

  • Requesting shipping supplies and materials (i.e., bags, shipping containers, etc.)

  • Receiving communiqués from the State Library of Ohio regarding delivery.

Request Delivery Supplies

  • Requesting shipping supplies and materials (i.e., bags, shipping containers, etc.) is done by posting a message to the statelibdelivery email listserv.
  • For current participating members already subscribed to the list please submit your request to the list as instructed below.
  • If your library has joined the Statewide Delivery system please have the individual(s) responsible for day-to-day delivery at your library subscribe to the statelibdelivery list. Once someone has subscribed to the statelibdelivery list, submit the request for supplies to the list.

Holiday Schedule

There will be no STAT Courier Service  on the the following holidays:

  • New Year’s Day
  • Memorial Day
  • Independence Day
  • Labor Day
  • Thanksgiving
  • Christmas

Closings

Libraries planning to close on a given day other than a holiday listed above, such as Staff Development Day, must report these closings to the statewide delivery system within ten days of the closing. Use the Delivery Customer Service form to submit this information.
